GM is in charge, yes. He should fire those scouts if they keep bringing ducks.

If the budget is there I completely agree with you but what if have significantly less scouts. These scouts may bring in ducks because they don't spend enough time scouting individual players because they have to scout a significantly more players than other scouts in the same amount of time. I mean if a scout is only able to see a player once instead of multiple times, he doesn't have as many observations influencing his recommendation which could be influenced by outlier performances.

I remember seeing that the marlins international scouting was basically trimmed to a barebone staff but I don't know how the domestic scouting ranks.
