I think having him pitch on Monday is the better option this early in the season. Like you said, he hasn't been as sharp his last couple of starts. Pitching against the Mets on Monday lets him get an extra day before going to a big pitcher's park and facing a mediocre lineup.

I'm reluctant to fiddle with the rotation for matchups (and FWIW, I think Nationals Park / Citi is a wash, though JJ struggles with the Mets more than other teams and he doesn't like the mound @ Citi. Worst he's looked since being fully healthy is in NY).
I think it's evaluate solely JJ on regular rest and skip Javy or JJ getting an extra day and throw Javy. I'd prefer to skip Javy, but I think there's tremendous benefits to be had getting JJ that extra day.
