The Marlins should just let their new ballpark have Latin American ballpark rules - they can write it off as an effort to play to the "South Florida community," just like with Los Marlins. Allow people to bring in any instruments or noisemakers they want. It would probably get annoying to some of the corporate types but it'd be such a unique atmosphere unlike any other in MLB.
