I don't think he touched it, but it'd be extra dumb if that was called an out.

His heel is clearly over the bag when he stepped. If it actually touched the bag is another question and you won't have an angle to determine the conclusively. Has this actually happened before?

Actually watching a different angle it looks pretty clear his heel touches the ground or gets so close that how you call it missed the bag is absurd.
