Simplicity - it'd have to be different for runner on first, second, and/or third and would also have to depend on the amount of outs at the time. Then what if one guy comes in and he moves inherited runner from first to third and is then replaced by guy that gives up the run? What if that guy gives up the run due to a hit? Due to sac fly? Due to ground out? Ya know?

Point ceded, but at the same time, at this point there should be a sabrmetric for this.

I'm not certain, but I think WPA might cover what you're looking for, since it bases value on run expectancy when a pitcher is on the mount.
