Marinez continues to improve and has positioned himself as one of the top players in this year's class.

While some scouts think the infielder will eventually move from shortstop to third base, there are others who believe he has the tools to stay in the middle of the diamond. Marinez is very athletic, and some say he's one of the best athletes on the market. What's more, the teenager has displayed soft hands, good body control and solid range to both sides. He has also shown good arm and impressive actions on defense.

He's still developing as a hitter but has already shown good bat speed and power potential. He destroys fastballs, and like most prospects his age, he's working on hitting secondary pitches. A line-drive hitter with some natural loft to his swing, Marinez can spray the ball to all fields.

He is trained by Bacilio Vizcaino in Nizao. The Marlins are the favorite to sign him.

Not really news since been saying this for years about the Cubans but this is what Luis Robert said

Gonzalez, the Marlins’ director of international operations, said the club expects to be “aggressive, and aggressive early” come Sunday, when major league teams are allowed to sign international amateurs.

“Our plans are to get out of the gate fast this year. What happens once that happens, it’s hard to predict,” Gonzalez said. “This year, I know we’re going to be aggressive early. And we’ve done that in the past. Perhaps it wasn’t seen that way or worked out that way, but that’s just the way this arena is.”

The Marlins will be allowed to spend $5.25 million on international amateurs until the end of the international signing period next June. That includes a $4.75 million base all teams start with, plus an extra $500,000 based on the same revenue/win percentage formula that gave the Marlins an extra early draft a few weeks ago.

Under the new collective bargaining agreement, teams have a hard cap on their bonus pools, which further levels the playing field and aids small-market teams like the Marlins.

In the past, some organizations would be willing to blow through their bonus allotment and deal with the consequences. No more.

“Teams used to be able to go over and be penalized and taxed,” Gonzalez said. “That no longer is in play, which I really like.”

Hopefully aggressive means Jeff will spend his ALL of his $5.25 million early and not go into next June with $4 million left in the bank. The way its set up now is u can blow past the cap so guys will be getting less money. Also the A's, Braves, Astros, Cardinals, Cubs, Dodgers, Giants, Nationals, Padres, Reds and Royals will not be able to sign international prospects for more than $300,000 because they are in the maximum penalty.

The hard cap still can't make teams sign good players but atleast gives teams a chance. Much like the real draft,instead of looking at rankings we go off scouts and 90% of them are wrong. Still funny that 11 teams can't sign anyone for more than $300,000 but they are getting more Top 50 prospects than us

3 things
#1 Get some talent in system which the new owners want
#2 Get a SS-we have 1 actually SS in AA Ball down and he is injured every year. All other SS are minor league depth or guys who shouldn't be at the spot
#3 With the hard cap,ALL teams actually have a chance to sign players-plus with the cap guys are cheaper(Marinez probably goes for 3 million all other years)

Actually not really spending,teams like SD/Houston can't spend more than 300K on any player but they already have signed 10 guys each for 300K and Boston is trading actually prospects to get more cash

Nice to see the hard cap working on prices however doesn't do much for small market teams. Instead of cheapskates like us,Baltimore,Angels getting cheap guys for $100K now teams are giving those same guys $300K and signing 15 of them.

The best is the Cubs tho-they can't offer over $300K however according to some Mexican League rule or something they can offer Mexican guys $1 million. Amazing how FO that know what they are doing always seem to know the loopholes. Cubs/Houston/SD can't sign guys for over $300K but somehow still get nice players and Boston who got guys taken away made up for it today. They have traded for almost 4 million extra

We spend $3.1 so far. $2,100,000 left in the 2017/18 pool to spend(Hopefully Jeff sells and new owners spend this!!!!). Pretty sad that we can't spend more or even invest the cash into scouting. Teams who can't spend more than 300K on players got almost as good quality as we did(beside Marinez). SD and Houston who can't offer above 300K got about 25 guys each at 300K

Atlanta just lost 12 guys,3rd Rd Pick,can't sign 14 yr old super prospect Robert Puason and only can spend 10K per player the next 2 years

Texas,NYY and Minnesota will be fighting over Otani so hopefully we jump in quickly and sign 2 or 3 of these guys.
