Ramsey advanced to Double-A in 2014 and was in the midst of the best season of his career when the Rays traded him to the Marlins in exchange for international bonus slots. His strong performance continued even after changing clubs, and he finished the year having struck out a third of the batters he faced.
Ramsey mixes his low-to-mid-90s fastball with a solid breaking ball and a changeup. Despite his short stature, he throws from a bit of a downhill plane, helping him to keep the ball down in the zone. His delivery has some effort to it, and his control is inconsistent as a result.
The Marlins added Ramsey to the 40-man roster after the 2014 season. If he's able to build off his breakthrough performance in 2015, he'll likely soon get an opportunity in the big leagues.

19) Matt Ramsey, RHP, Grade C: Age 25, another relief candidate, posted 1.47 ERA with 80/30 K/BB in 61 innings, 35 hits in Double-A, traded from Rays last year for bonus pool money, another low-90s fastball with a nice breaking ball, erratic command but good middle relief possibilities.
