The order was devised using a system that assigned a numerical value to the team's selecting position in the minor's phase, the major's phase and the team's win total. Thereby giving the teams that need help the help they need while ensuring (as best as possible) that teams picking high in the minors phase of the inaugural draft don't have a true windfall of minor talent.
