That just sounds dumb. Why would the list of banned substances be different?

i have friends in the minors. They only get tested for weed i believe if you aren't on the 40 man roster. and it also depends on your team if they care about weed at the major league level. for instance my friend says the red sox don't test or give a shit about weed.

Because the MLBPA only represents players on the 40-man roster, however, MLB has been able to impose harsher rules on minor leaguers. MLB’s Minor League Drug Prevention and Treatment Program restricts the use of all of the same drugs of abuse as MLB’s JDA (while also adding bath salts to the prohibited substances list), but enforces the restrictions considerably more strictly.

Because MLB's player union is one of the strongest unions period, and they don't represent minor league players. So MLB can do whatever they want to minor league players. IIRC, there was something recently about minor league players fighting to be represented by the MLBPA or something, and I don't think anything came of it. I assume MLBPA is against it because that then strips resources from major league players.

Pretty good article on it: http://www.fangraphs.com/blogs/marij...rug-agreement/
